First-time regular passport applications in the R.O.C. (2): Applicants may apply in person for identity verification at any household registration office. Applicants may then request a legal proxy to submit the passport application on the applicant’s behalf to BOCA Taipei Headquarters or a MOFA branch office.

1. The regular passport application fee in the R.O.C. is NT$1,300 per person. For applicants under the age of 14 at the time of application, the fee is NT$900 per person. 2. Applicants under the age of 14 at the time of application must be accompanied by a legal guardian, parent, grandparent, or collateral blood relation within three degrees of kinship when applying for identity verification at household registration offices. Accompanying persons must present an R.O.C. National ID Card (original and photocopy) and proof of kinship. 3. For unmarried applicants under the age of 18 at the time of application and applicants under guardianship, a parent or legal guardian must sign the application form, attach a photocopy of the signer’s R.O.C. National ID Card to the form, and present the signer’s National ID Card for inspection. If the applicant’s parents are not married or if the applicant has been assigned a legal guardian, the parent or legal guardian must present an R.O.C. National ID Card and proof of guardianship. Applications for identity verification may be made at any household registration office in the R.O.C. 4. After an applicant receives identity verification, a legal proxy should submit the passport application on the applicant’s behalf to BOCA Taipei Headquarters or a MOFA branch office. For this purpose, legal proxies are limited to the following: relatives (including same-sex partners with a valid marriage license), persons belonging to the same institution, school, company, or organization as the applicant, and consolidated or Class-A travel agencies approved by the Ministry of Transportation and Communications Tourism Bureau. A notarized power of attorney document is required for any legal proxy other than those listed above.

Passport applications require the following documents:
1. One completed passport application form per applicant
2. An R.O.C. National Identification Card (persons aged 14 and above only)
3. Applicants under the age of 14 who have not obtained an R.O.C. National ID Card must present one original Household Certificate or Household Registration Transcript per applicant issued within three months of the application date.
4. Two ICAO-compliant passport photographs (Details are available at: https://www.boca.gov.tw/cp-16-4123-c2932-1.html)
5. Unmarried applicants under the age of 18 at the time of application and applicants under guardianship please see item 3 under Application Information.
6. Legal proxies must present their R.O.C. National ID Card and proof of relationship to the applicant (e.g., proof of kinship).

three-business-day processing fee is an additional NT$300, a two-business- day processing fee is an additional NT$600, and a one-business- day processing fee is an additional NT$900.
